... take note. Portwood is now the UK's largest free illegal pavement parking and vehicle obtruction district. Vehicle anti-social behaviour is rampant and the Highway Authority have cast aside their duties of care to the very people who they have a duty of care to. It's a disgrace. If a pedestrian accident happens on any of the streets listed on this site coupled with the fact that Stockport MBC and the police are well aware of this illegal activity, do the leaders of these Authorities know they will be liable to personal prosecution under the Law of Torts? I expect the police will. Are you listening brand new Council Leader, ex cabbie, Dave 'El Silencioso' Goddard? 

If you take a look at El Silenciosos' website you will see that since he was so succinctly exposed here in June that his 'Latest News' was two years out of date he, or more likely, one of his minions, has given the site a much needed makeover. However, election results are still there two months after the event and if you are interested in the economic update of November 2005, that's sill there too. Since we humiliated the councillor about his lack of enthusiasm apropos keeping his website up to date there has been a remarked improvement. But we just checked it and his latest news is only 40 days out of date! What a loser.

Councillor, inconsiderate parking blights the lives of people in Stockport, Portwood in particular. As leader of the council and you be should be ashamed of yourself for allowing years of neglect. Illegal pavement parking  is endemic in Stockport especially so in Portwood.

Recently we sent an e-mail to leader of Stockport MBC outlining concerns against a member of the Council Executive. His reply? An abrupt 'I will not enter into correspondence with you'. This response raises serious questions about the leader of the council (over-arhing in all portfolios). Questions like: Do you know something you're not telling us?

Does it not strike you that there is evidence of underlying constituency nepotism going on here?

Come on councillor the truth is out there and the council-tax payers who line your pockets, feed you, clothe you and house you, want to know why you will not enter into a dialogue or correspondence.

... of Illegal Pavement Parking. Stockport MBC town centres' Mersey Streets' pavements are also the target of a dozen plus career criminals who commit the deliberate act of 'wilful obstruction' five days a week and are aided and abettied by council leader Dave 'El Silencio' Goddard and Chief Superintendent Neil 'asbos don't work' Wain by way of them having the knowledge of these crimes but turning a blind eye. By not bringing these criminals to justice then it is, to the layman, clearly a case of perverting the course of justice.

The council and police have effectively turned Portwood into a high crime area. So much so that the police are so frightened of Mersey and Borron Streets that Chief Inspector Craig Thompson has 'instructed his staff to no longer go to that location'. Unbelievable.

At last, after months of bombarding Stockport MBC they have finally admitted that they do indeed have powers to enforce the removal of obstructions from council property, in this case the pavements of Portwood. On 11th of March, after submitting a formal complaint, a letter was received stating such. This means it is now on the Public Record and when the complaint has been fully dealt with the letter will be published. 
                              
Portwood, Stockport  is isolated like the Polar ice cap in the Arctic. So, as the Sun sets over the last free illegal parking space on Portwood, the once peaceful and happy Ward of Stockport, it is with a great sigh of sadness that the residents surrender their harmony and tranquility and hand the Ward over to the illegal pavement parkers and the rampant criminal vehicle obstructions with the full backing of the council and police. For it is now deemed by the residents that Portwood is just one vast free illegal car park. The perpertrators who carry out these criminal offences on a daily basis are aided and abetted by the Laurel & Hardyesque team of Leader of Stockport MBC, Dave Goddard and his erstwhile authoritive colleague, alleged pint-sized policeman, Borough Commander Neil Wain.

His inaction speaks volumes on behalf of the apathy that is ingrained within the Stockport Police Farce.

Indeed it has been explained to us by an on-duty polce sergeant that the illegal parking on the Vernon Mill side of Mersey Street is in fact criminal, the deliberate act of 'wilful obstruction without lawful authority' is a criminal offence.

While the majority, seventeen, of the eighteen town centre council car parks are deemed dangerous by the police and refuse to give them a safety Park Mark sign, and lie unused, it is no wonder that commuters are going to seek out safe places to park. Not only safe, but free of cost and free from any form of penalty.

Stockport MBC and in particular, top cop Neil Wain, Borough Commander of the police, have aided and abetted this criminal activity by virtue of precisely NOT enforcing this blatant illegal pavement parking through vehicle anti-social behaviour. Although the Highways Act 1980 states that it is a police matter, the final say rests with the Highway Authority which is administered by Stockport MBC. It is an offence to deliberately obstruct the Highway. With the exception of course in the medieval town of Stockport. The environs of Vernon Mill bring a bountiful shame to Portwood, a Ward isolated by the apathetic police and council, the culprits being Dave goddard and Neil Wain, supposed leaders of the welfare of Stopfordians and visitors alike.

The council are determined to erase Portwood from the history of Stockport. Paranoid? Deluded? Don't think so. Ask yourself this. Why does Portwood, part of Central Ward along with Brinnington, out of the twenty one that make up the Borough, not have a signpost indicating that you are in fact in Portwood? Brinnington has one, and there are numerous signs for the Town Centre. The small enclave that makes up Portwood is one of the oldest parts of town with many associations with the medieval Market Place, incidently, single handedly decimated by the grossly incompetant Sue Derbyshire. Whereas Brinnington is only a few decades old.

Yes this fact was revealed on 6th June in an expose by way of a Reader's Letter, in the brilliant and unbiased local rag the Stockport Express. Yes, it is fact that both the police and council have held photographic evidence for over two years that the vehicles wholly blocking the pavement on Vernon Mill side of Mersey Street are committing the criminal act of 'wilful obstruction without lawful authority' a deliberate criminal act just like burglary or assualt. The author of that letter challenged the ex cabbie leader of Stockport MBC, councillor Dave Goddard to defend the very public accusation of his aiding and abetting criminal activity by way of allowing these criminals to break the law everyday. He lived up to his nickname 'El Silencioso' therefore having his name forever associated with criminal activity. Not quite Augean but ...

FACT: In the 30 months since alleged pint-sized policeman Neil Wain assumed his Superintendency there have been only 10 prosecutions for the criminal act of 'wilful obstruction' out of over 7,000 actual cases. That's 3 out of 240 known cases per month. They call this policing?

Neil Wain also has the same evidence of rampant vehicle criminal activity on Portwood and does nothing but sit and watch from his new office. We have a letter signed by the Borough Commander, Neil Wain, in which he vouch-safed 'we do enforce illegal parking'. Across the other twenty Wards across Stockport that might be true, but doubtful, but certainly not on Portwood. Even the Chief Constable, Michael Todd wass aware of this criminal activity before his untimely passage. These people are quite obviously unaware that they have a duty of care that goes with their tax-payer funded salaries.

Once again humiliation is heaped upon Neil Wain. In a letter published in the Stockport Express on 23rd January he was challenged to give his reasons for allowing vehicle related crime to go unenforced. An inducement of £25 was offered to the Kirsty Appeal if he would reply to the letter. In the following edition on the 30th lo and behold no letter of reply. It beggars belief how anybody, especially someone with such authority, can deny such a donation to charity. How does this man sleep at night?

Isolated inside their Faraday Cages these individuals think they are etiolated and safe from any consequences that may arise if there were to be a tragedy on the streets of Portwood, especially Mersey Street, because, ultimately, they are responible for the safety of the general public. The complicity would arise because they know about the illegal vehicle anti-social and criminal behaviour and choose to totally ignore their responsibilities, preferring to ride the gravy train that is life as Public Authority leaders.

It is not very much publicised but Mersey and Borron Streets have been 'decreed', collectively, as a no-go area by Chief Inspector Craig Thompson (CIT) of 'J' Division (Stockport) of Greater Manchester Police. This is interpreted from him saying, and we quote: "I have instructed my staff to no longer go to that location" unquote. The pedantry of the police holds no bounds when it suits them. When a Freedom of Information request was presented, referring them to CIT's letter, asking when the 'decree' would be lifted they said they had no record of a 'decree' being issued. A reply was sent explaining they were being pedantic in making a childish trivial point to avoid the humiliation of CIT having to explain his pathetic 'decree'. His 'instruction' to his staff equates to an 'order' in the Armed Forces and this is defined as 'an authoritative direction or instruction; command; mandate'.

When then Council leader, Brian Millard, asked alleged pint-sized policeman Neil Wain if there was such an order he was told emphatically that there was not. We have it writing that he did indeed order such an edict. This must surely be illegal.

Stockport Neighbourhood Police Team (hee hee) is headed by Brian Nicholls*, his contact details are here.  Be warned though, CI Thompson (CIT) does not allow Mr. Nicholls to have contact with Joe Public. This statement is based on the fact that all of our e-mails are answered by CIT himself. Trying to get a positive response from this lot is like trying to plait sawdust. From our experience do not hold your breath for any kind of response, except of course a non-sensical retort from CIT. Appears to us that Mr. Nicholls will shortly be trebucheted out of Stockport as was CI John Buttress to Bury after showing his utter and complete ineptitude in dealing with illegal pavement parking and criminal vehicle obstruction on Mersey Street, Portwood.

*This role has now been taken over by C.I. Andy Harty who has already been in contact stating all parking offences are enforced by Stockport MBC. No change here then! While a reply is waiting to come from him it would be infair to criticise at this moment in time, but nothing will happen so long as they keep espousing deniability.
